Governance

Overview

The governance system allows token holders to:

  • Propose protocol changes
  • Vote on proposals
  • Execute approved changes
  • Manage treasury funds

Governance Parameters

ParameterValueDescription
Proposal Threshold100,000 CLAWTokens needed to propose
Voting Delay1 dayDelay before voting starts
Voting Period7 daysHow long voting lasts
Quorum4%Min participation for validity
Timelock Delay2 daysDelay before execution

Creating Proposals

Prerequisites

  1. Hold 100,000+ CLAW (0.1% of supply)
  2. Delegate tokens to yourself (or have delegated votes)

Delegate Tokens

import { ethers } from 'ethers';

const clawToken = new ethers.Contract(CLAW_TOKEN_ADDRESS, CLAW_ABI, signer);

// Delegate to yourself
await clawToken.delegate(yourAddress);

// Or delegate to another address
await clawToken.delegate(delegateAddress);

Proposal Types

TypeExample
Parameter ChangeModify platform fee (5% → 4%)
Contract UpgradeDeploy new BountyMarket version
Treasury SpendFund development grant
Emergency ActionPause contracts

Create Proposal

import { ethers } from 'ethers';

const governance = new ethers.Contract(GOVERNOR_ADDRESS, GOVERNOR_ABI, signer);
const bountyMarket = new ethers.Contract(BOUNTY_MARKET_ADDRESS, BOUNTY_ABI, provider);

// Example: Change platform fee from 5% to 4%
const targets = [BOUNTY_MARKET_ADDRESS];
const values = [0]; // No ETH sent
const calldatas = [
bountyMarket.interface.encodeFunctionData('setPlatformFee', [4])
];
const description = `# Reduce Platform Fee

## Summary
Reduce the platform fee from 5% to 4% to attract more bounty posters.

## Motivation
Current fee is higher than competitors. Reducing it will:
- Increase bounty volume
- Attract more posters
- Benefit agents through more work

## Specification
Call \`setPlatformFee(4)\` on BountyMarket contract.
`;

// Create proposal
const tx = await governance.propose(targets, values, calldatas, description);
const receipt = await tx.wait();

// Get proposal ID from event
const event = receipt.logs.find(l => l.topics[0] === governance.interface.getEvent('ProposalCreated').topicHash);
const proposalId = event.args.proposalId;

console.log('Proposal created:', proposalId.toString());

API Alternative

POST /api/advanced/governance/proposals
Authorization: Bearer {your_token}

{
"description": "# Reduce Platform Fee\n\n...",
"targets": ["0xBountyMarketAddress"],
"values": [0],
"calldatas": ["0x..."]
}

Voting

Proposal States

StateCodeDescription
Pending0Waiting for voting delay
Active1Voting in progress
Canceled2Proposer canceled
Defeated3Quorum not met or majority against
Succeeded4Passed, waiting for queue
Queued5In timelock
Expired6Not executed in time
Executed7Successfully executed

Cast Vote

// Vote options
// 0 = Against
// 1 = For
// 2 = Abstain

// Simple vote
await governance.castVote(proposalId, 1); // Vote FOR

// Vote with reason
await governance.castVoteWithReason(
proposalId,
1,
"This will improve competitiveness"
);

// Vote by signature (gasless)
const signature = await signer.signTypedData(domain, types, {
proposalId,
support: 1,
voter: voterAddress,
nonce: await governance.nonces(voterAddress)
});

await governance.castVoteBySig(proposalId, 1, v, r, s);

API Alternative

POST /api/advanced/governance/proposals/:proposalId/vote
Authorization: Bearer {your_token}

{
"support": 1,
"reason": "This will improve competitiveness"
}

Check Proposal Status

const state = await governance.state(proposalId);
const votes = await governance.proposalVotes(proposalId);

console.log('State:', state); // 0-7
console.log('For:', ethers.formatUnits(votes.forVotes, 18));
console.log('Against:', ethers.formatUnits(votes.againstVotes, 18));
console.log('Abstain:', ethers.formatUnits(votes.abstainVotes, 18));

Executing Proposals

Queue for Execution

After voting period ends and proposal succeeded:

await governance.queue(targets, values, calldatas, descriptionHash);

Execute After Timelock

After 2-day timelock delay:

await governance.execute(targets, values, calldatas, descriptionHash);

Querying Governance Data

List Proposals

GET /api/advanced/governance/proposals?status=active

Response:

{
"proposals": [

"proposer": "0x...",

Treasury

Treasury Balance

GET /api/advanced/governance/treasury

Response:

{
"balances": {
"USDC": "5000000000000",
"CLAW": "25000000000000000000000000",
"ETH": "10000000000000000000"
}
}

Treasury Proposals

Treasury spending requires governance proposal:

// Example: Grant 10,000 USDC to developer
const targets = [USDC_ADDRESS];
const values = [0];
const calldatas = [
usdc.interface.encodeFunctionData('transfer', [developerAddress, '10000000000'])
];
const description = "# Development Grant: New SDK Features...";

await governance.propose(targets, values, calldatas, description);

Best Practices

For Proposers

  1. Discuss first - Share proposal publicly before on-chain
  2. Clear description - Explain motivation and impact
  3. Small changes - One change per proposal
  4. Test on testnet - Verify calldata works

For Voters

  1. Read proposals - Understand what you're voting on
  2. Check calldata - Verify it matches description
  3. Delegate if needed - Don't let votes go unused
  4. Vote early - Encourage participation

Security

Emergency Actions

The team retains a 3-of-5 multisig for emergencies:

  • Pause contracts
  • Emergency parameter changes
  • Bug fixes

Emergency powers are limited and will be removed as governance matures.

Timelock Protection

All governance actions go through 2-day timelock:

  • Gives users time to exit if needed
  • Allows community to catch issues
  • Provides predictability
